Human Resource Development Officer (GMG/AM4)

OBJECTIVE AND SCOPE OF WORK

Under the general direction of the Manager, HRMD the incumbent is responsible for the preparation of all particulars relating to training in a manner that will enhance the effectiveness and efficiency of the Human Resource Department and accomplish its mandate.

KEY RESPONSIBILITIES

  • Assisting to identifying training and development needs within the organization through job analysis, appraisal schemes and regular consultation with Heads of Department.
  • Assist with identifying training and development programmes based on both the organization’s and individual’s needs
  • Process all training request preparing the necessary advisory for the Accounts Department
  • Placing students on work experience and volunteer workers in their respective areas
  • Prepare documentation for staff members requesting Tertiary Grant
  • Prepare documentation for tuition refund
  • Prepare commendation letters and increments for staff who have successfully completed courses
  • Arrange and circulate the relevant documents for the Training Committee Meetings
  • Submit NIS forms to the Ministry of Labour and Social Security regarding injury on the job.
  • Assisting to monitor cost of planned programmes and keep within the agreed budgets, to ensure that the return of investment of any training or development programme undertaken by an individual is beneficial to the organization
  • Work in a team to produce programmes that are satisfactory to all relevant parties in the organization, such as Supervisors and Senior Managers
  • Preparing training materials, booking guest presenters, preparing schedules, booking venues etc. for in-house training
  • Managing the delivery of training and development programmes and, in a more senior role, assisting the Manager, HRMD to devise the training strategy for the organization
  • Monitoring and reviewing the progress of trainees through questionnaires and discussion with managers and trainees who have undertaken programmes
  • Obtain information on work related external courses, assist in preparing reports on their suitability and make recommendations on staff attendance at training courses
  • Assist the Manager, HR to prepare, administer and conduct training courses and assessments.
  • Monitoring approved training for officers who are granted study leave to pursue courses such as:
  • Manage all incoming and outgoing study leave applications
  • Arrange information meeting for officers who are to proceed on study leave
  • Monitoring approved training for officers who are granted study leave
  • Arranging the Training Committee Meetings, this includes agenda, circulating minutes and preparing the documents for revision by the Committee.
  • Monitoring all bonded employees, their leave arrangement prior to them pursuing their course, while they are on course and after resumption of duties to avoid overpayment.
  • Prepare submission to Training Committee
  • Prepare submission to HR Sub Committee
  • Prepare approval and deferral letter for all applicants
  • Prepare salary particulars for officers who have been granted study leave
  • Prepare income tax letters for study leave persons
  • Prepare monthly training report
  • Respond to routine correspondence relating to staff and circulate relevant information as directed by the Manager, HRMD
  • Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, participating in professional societies
  • Any other duties assigned by the Supervisor/ Head of Department

JOB SPECIFICATION/COMPETENCIES [Minimum]

Required Qualification, Experience, Knowledge and skills:

  • Associate Degree in Business Administration or similar discipline
  • At least two (2) years’ experience in a similar capacity
  • Knowledge of Microsoft Office Suite
  • Excellent oral and written communication skills
  • Ability to exhibit a high level of initiative
  • Ability to work as part of a team
  • Ability to interact with internal and external clients with excellent customer service
  • Good human relations and interpersonal skills
  • Strong analytical skills and good judgement
  • Flexible and willing to work under pressure
  • Confidentiality must be maintained at all times
  • The ability to meet numerous critical deadlines
  • Knowledge of modern office equipment, practices and procedures
